Terrazzo Bathroom Restoration – Royal Festival Hall, Southbank Centre, London
Project Overview
MGS Restoration Ltd were proud to contribute to the ongoing conservation works at the historic Royal Festival Hall, located within London’s internationally recognised Southbank Centre on Belvedere Road.
Opened on 3 May 1951 as the centrepiece of the Festival of Britain, Royal Festival Hall was designed by the London County Council in a bold modernist style and quickly became a symbol of post-war optimism, creativity, and cultural renewal in Britain.
Today, the building remains the central and largest venue within the Southbank Centre complex, which also includes:
-
Queen Elizabeth Hall
-
Hayward Gallery
-
Purcell Room
-
National Poetry Library
As part of a wider heritage conservation programme, MGS Restoration were commissioned to undertake specialist test diamond refinishing and terrazzo polishing works within the building’s original back-of-house terrazzo bathrooms.
Following the success of the initial trials, MGS were subsequently awarded the contract to restore nine original terrazzo bathrooms, carefully preserving these rare examples of mid-century terrazzo craftsmanship while improving their appearance and long-term durability.
Project Details
Location: Royal Festival Hall, Southbank Centre, London
Service: Terrazzo Refinishing and Restoration
Material: Original Black In-Situ Terrazzo
Building Type: Historic Cultural Venue
Project Type: Modernist Heritage Conservation
Scope: Nine Back-of-House Terrazzo Bathrooms

The Challenge
Although the terrazzo bathrooms remained largely intact structurally, previous refurbishment works carried out over many years had significantly altered the original appearance and performance of the terrazzo surfaces.
Historic repairs and patching works had been completed poorly using unsuitable fillers and inconsistent repair materials. Rather than properly restoring the terrazzo, these defects had been concealed beneath heavy layers of surface lacquer applied across the floors.
During initial inspection, visible paint brush marks and roller strokes could clearly be seen within the lacquer finish, creating an artificial shine that was entirely inconsistent with the building’s original mid-century terrazzo aesthetic.
In addition to the visual issues, the lacquered finish also created concerns regarding long-term maintenance and slip resistance within these operational back-of-house areas.
MGS Restoration were specifically instructed to:
-
Remove the artificial lacquer coating
-
Eliminate the inconsistent glossy finish
-
Restore the terrazzo to its original honed appearance
-
Achieve a safe and compliant working surface suitable for modern operational use
A key project requirement was ensuring the final finish complied with current R9 slip resistance standards, providing a safe environment for staff and maintenance teams using the facilities daily.
The Restoration Process
Assessment and Trial Areas
MGS Restoration first carried out detailed assessment and test refinishing areas within selected bathrooms to determine the most appropriate restoration method.
The tests focused on safely removing the existing lacquer coatings and exposing the original terrazzo surface beneath without damaging the historic material.
These trial areas also allowed the project team to review the proposed honed finish and confirm the desired slip resistance and appearance standards.
Removal of Existing Lacquer Coatings
Using specialist diamond refinishing systems, our team carefully removed the existing surface lacquer and contaminated upper layers of terrazzo.
This process eliminated:
-
Artificial surface shine
-
Brush and roller marks
-
Embedded contamination
-
Poor historic repair disguises
As the terrazzo surface was gradually refined, the original character and texture of the mid-century terrazzo became visible once again.
Terrazzo Honed Refinishing
Rather than creating a highly polished finish, the terrazzo was restored to a traditional honed surface, consistent with the original specification of the building.
This softer finish better reflected the architectural character of the Royal Festival Hall while also improving the practicality and safety of the bathrooms in daily use.
The completed honed finish complied with current R9 slip resistance standards, helping provide a safer working environment for operational staff.
Cleaning and Maintenance Consultation
As part of the project handover, MGS Restoration held a dedicated meeting with the onsite cleaning and facilities management team.
During this consultation, we provided guidance on:
-
Suitable terrazzo cleaning products
-
Correct maintenance procedures
-
Products and chemicals to avoid
-
Long-term care recommendations for honed terrazzo surfaces
This step was essential in ensuring the newly restored terrazzo would continue to perform correctly and avoid the issues caused by inappropriate maintenance products in the past.
Detailed O&M Documentation
Following completion of the works, MGS Restoration supplied full Operation and Maintenance (O&M) documentation for the project.
These detailed manuals included:
-
Recommended cleaning regimes
-
Approved maintenance products
-
Surface care procedures
-
Long-term maintenance guidance
-
Technical information relating to the restored terrazzo finish
Providing detailed O&M information forms an important part of all MGS Restoration projects to ensure restored surfaces remain properly maintained long after project completion.

The Results
The completed restoration successfully removed years of inappropriate coatings and poor historic repair disguises, revealing the original character of the Royal Festival Hall terrazzo bathrooms once again.
The newly honed terrazzo finish now presents a clean, authentic, and historically appropriate appearance fully in keeping with the building’s modernist architectural identity.
By restoring the terrazzo to an R9-compliant honed finish, MGS Restoration also improved the practical safety and long-term maintainability of the bathrooms for continued operational use.
This project demonstrates the importance of specialist restoration knowledge when working within historically significant cultural buildings, particularly where inappropriate past maintenance has compromised the original material.
